That is a great question, and one I think very important.  I don't think we need to be "happy" during negative times, however we can learn to quickly let go of negative emotions, seeking a calm, neutral attitude about the situation.  Most of us cannot avoid the initial negative emotions, however with practice you can begin dramatically shortening the period you hang on to them.  A good place to practice is when driving, all of us probably get irritated with traffic jams and bad drivers, yet why do we allow these exterior conditions to have such power over us?  I just remind myself that I can't change the circumstances, so I might as well find something more productive to think about, listening to the radio or an audio book.  I also accept it as a personal challenge, in that I "win" if I don't let circumstances bring me down, and "lose" if I allow another's actions to get me angry.

I think there are also times to "construct happiness" as you put it.  Learn what things make you happy, and use these when a situation is pulling you down.  Listen to some favorite music, go for a walk, get together with a friend, go shopping, etc.  For those who are inclined, meditation is another good tool to bring back calmness and happiness.

A whole different interesting topic is defining what happiness really is for you, so you are really headed the right direction.  The answer to this will be a little different for everyone, and may incorporate your thoughts on spirituality, family, money, career, friendships, health, etc.</description>

I'm a new reader of your newsletter. I'm writing from italy, where the attitude of speaking about this problems are not so developed as in your country.
Anyway, I'm interested in discussing about the method of controlling your emotions durign negatives periods. And in particular the question is: Is it rigth to be "happy" when things are wrong or when there are negative events on? Or is it better to look forward your happines, trying to consctruct it?.
